Important things to know about municipal services.
Municipalities must make sure that people in their areas have at least the basic services they need. 
There are a large number of services that they provide, the most important of which are:
Water supply, sewage collection and disposal, refuse removal, municipal roads and storm water drainage, 
street lighting, and municipal parks and recreation.  These services have a direct and immediate effect on the 
quality of the lives of the people in that community.



Who is responsible for providing services?
Local government [municipality] is the sphere of government closest to the people, they are elected by citizens 
to represent them and are responsible to ensure that services are delivered to the community. 
One way in which municipalities can do this is to provide the service themselves through the use of their own 
resources - finance, equipment and employees. A municipality may also outsource the provision of a service. 
In other words, it may choose to hire someone else to deliver the service but it remains the responsibility 
of the municipality to choose the service provider and to make sure that they deliver the service properly.
Many municipalities, however, are unable to deliver services to residents. This might be because of lack of finances 
or lack of capacity to provide a good service at an affordable price. Such municipalities should find other ways to 
ensure that the services are improved and reach the people most in need of them.

What is Integrated Development Planning?
Integrated Development Planning is an approach to planning that involves the entire municipality and its citizens 
in finding the best solutions to achieve good long-term development.
  An Integrated Development Plan is a super plan 
for an area that gives an overall framework for development.  It aims to co-ordinate the work of local and other spheres 
of government in a coherent plan to improve the quality of life for all the people living in an area.  
 It should take into account the existing conditions and problems and resources available for development. The plan 
should look at economic and social development for the area as a whole. It must set a framework for how land 
should be used as well as what infrastructure and services are needed.


Importance of effective municipal financial planning and management.
Effective financial management can help municipalities to transform their local areas into a better place to live and work. 
Most Council members of the community know what municipal services they would like to have in their area.   This dream 
of the ideal community is known as a "vision" for the municipality.  Without funds to implement the policies, 
Council members will not be able to "make a difference" or serve their communities well.   Effective financial management
 ensures that there are funds available to implement council policies. This is a great responsibility as municipalities
